… you really don’t understand what’s going on then. It’s explicitly in the rules that no new content depicting anthro minors is allowed. It’s done to abide by european laws. You have no idea what you’re talking about. Saying the character is 18 but making them visually not 18 has gotten plenty removed since the implementation of the rule.
 
Depiction of death and decapitation etc. etc. is not against rules in europe. Depiction of minors, is. There is lots of foalcon on here, and nearly all of it is of feral characters. That which is of anthro characters was posted before the implementation of the rules.

Because derpibooru is hosted in yurop, and a lot of Yurop countries don’t like you hosting images considered child pornography. Which is understandable- except they further consider 2d drawn and 3d rendered depictions of minors (or seemingly minor, in some cases where the intended effect is size difference), both human and humanoid, to be child pornography, on or near the same level as if you actually had a photo of a naked child there. In some cases its just flat out not allowed, in some cases it depends on how puritan the person looking into it is.
 
So for this to be here at all, it’s got to be blurred or cropped until you can say ‘well, this specific image features no minor’.

So how come this has to be blurred, when most of us are American/english speakers?

If he was of a legal age, IndigoSFM would have uploaded an uncensored version. But he was the one who uploaded this, and the model is that of one clearly far younger (Or at least, smaller) than Cream Heart. There are plenty of images featuring characters that are normally children, in sexualized situations, that are uncensored and say, in the description, that the characters are aged up. People, including myself, have asked Indigo why he didn’t just say that Button’s of a legal age, and in response to one of them, he said this:
