I have to disagree.
If Garble had his way he would do much more to Spike than just to tease him.
We are talking about a dragon who wanted to become Dragonlord so he could burn down Equestria for revenge against the ponies.

I actually think Garble has a grudging respect for Spike, though being a jerk, he shows it by teasing him mercilessly. He’d actually welcome the little guy getting his wings, if for nothing else becoming a better target for hazing. Spike’s no longer a baby, so he can “play with the big boys now”.
