A little bit like the cutie marks but obvioulsy more work to make it look good.  
Make a layer with her major body collor first.  
Then make another layer, mark her belly scales and copy paste it over to the new layer.  
Make several layers if you have to. Depends on the model, this one only needed one.  
Mess around with it untill you are satisfied. Just make sure not to anchor the layer untill you are. Something i learned the hard way.

Well, I have GIMP for color hexing models with a VTF plug-in, but for Princess Ember, In can tell it’s a pain of because her body color is totally different with her belly design.
