To be honest I think Neighsay and School Daze and School Raze are better than many give credit for.
I think people just think Neighsay is just a racist. But I think more importantly he represents someone who is close minded.
Neighsay isn’t wrong to be worried for Canterlot’s saftey especially after what the changelings had done and the dragons threatened to do.
But he also ignores that the other creatures had made tremendous progress to better themselves and be born again thanks to the Mane Six’s efforts, which Neighsay dismisses as “useless adventures” when they actually made Equestria safer. Perhaps he doesn’t think its sincere, but thats him not opening up.
And School Raze shows him realizing the error of his ways. Assuming other creatures can’t have friendship and virtue, that ponies can be evil and that he himself also needed to change just like all creatures do.
I think it’s amazing how kind the Student Six were to Neighsay even after all he did.
Tldr I think Neighsay had a pretty good arc, though I think Season 8 could have been written better like the Mane Six teaching better or Twilight actually debating Neighsay with facts and logic.
