Well, for me, this being “a decent episode marred by a couple of egregious flaws” means that it is “one of the worst episodes”. Granted, my only problem with the premise is that it was already covered, and pretty darn well, in “Twilight Time”; it’s definitely true that the execution was really slipshod, though, arguably even worse than “Games Ponies Play”.
More like one of the worst episodes speckled with a few shinning moments I would say.
I mean the premise, the execution and the payoff, the whole structure of the episode is very, very bad. But then you have a couple of things that make you think “Hmm, that wasn’t as bad as the rest”.

More like a decent episode marred by a couple of egregious flaws.
The main problem was that the karmic punishment for Spike’s actions didn’t come from his abuse of power, but from his sincere attempts to help Twilight. The polo match, the trees, the sewer main, all of that was moved or cancelled to make sure Twilight could sleep. Even if Spike had been completely responsible, not let the power go to his head, and just done his job, the same thing would have happened. It’s bad moral storytelling.
Nah, it was a good episode.
Well of course everyone still hates it, it was awful.
