I think they’re saying if this show is going by horse ages (which it doesn’t seem to be; For Whom the Sweetie Bell Toils), Spike and Rarity or Twilight are only three or four years apart.
 
However, as aforementioned, For Whom the Sweetie Bell Toils and Equestria Girls seem to imply they’re 17 or 18, and the Spike and the mane cast are seven or eight years apart. Or six or seven. It depends on how old the CMC are and how old Applejack was in Cutie Mark Chronicles.

Start what? I’m just stating my opinion on the matter. Should Rarity pursue something with Spike, she would definitely be a cougar, regardless of how old you think they really are.
