Unless is an animal or CMC. If they want to make a “friendship/attention/jeakousy” episode then they can just play it out without any implication of male vs male over female jealousy. Unless this is what Meghan really wants for fans to implicate for her amusement. Yes i predict it will be Meghan’s episode btw

John de Lancie pretty much flat out said so, and he doesn’t do the whole lying to troll the audience that creators often do, so unless they decide for some reason to pull it after the voice work is already done (expensive, because the actors would still need to be paid), it’s confirmed. What is not confirmed is anything else about the plot. de Lancie said that the story involves Fluttershy spending time with someone else and Discord gets jealous, but that’s all.
 
So Fluttercord shippers have been holding out hope that this will confirm a romantic shipping between Fluttershy and Discord, but I am fairly certain that is not what they’re going to do. The show is aimed at 8 year old girls, for whom jealousy over a friend spending time with another friend is a very real thing, and friend-jealousy would be much more in keeping with the theme of the show, which is not Romance is Magic. That being said, if Fluttershy’s friend is male I am sure the entire fandom will choose to read it as romantic jealousy even if the show never portrays it as other than friendship.

I’m also still holding out for an episode of Discord trying to use his powers for generic good deeds but failing miserably every step of the way and accidentally causing tons of problems.

That could be problematic. There are two excellent fanfics that I know of that deal with a jealous Discord (one’s Fluttercord, and in the other he’s jealous that his friends, except Fluttershy, like someone else better), and in both, it does not work out well for him, or anyone else, at least not until he gets over himself.
 
Divine Jealousy and the Voice of Reason has the ponies gearing up for possible battle with Discord because he caught Fluttershy with Bulk Biceps and was plainly deeply unhappy about it. And in Regarding Falling Villains, after the Mane 6 reform Sombra, Discord gets jealous because the five outside of Fluttershy seem to like Sombra better, so he tries various measures to get rid of Sombra, none of which work.
 
So actually I think Big Mac would have a chance, because Discord would be aware that harming him would destroy Fluttershy’s feelings for Discord, forever. Or, he’d be made aware if he tried anything.
