I fail to see the problem, then. There are plenty of black and dark brown pegasi in the show, and even a few really dark orange and blue ones. Red isn’t all that much more of a stretch.
And if you ‘offer critique and advice to those looking to design OCs,’ then why are you here where the author isn’t even likely to see what you’ve written? Why not contact him on his dA or the tumblr in the source? He’s even tagged, so it’s not like it would be difficult to find him with a simple google search,

I also think that judging on a pattern you appear to have noticed is incredibly flimsy. It’s been proven that DHX uses whatever background ponies are available to them when they need them, even if they have to add horns or wings.
I never said you had to ignore anything in order to be fair. I said that your context was lacking and that you were judging based on superficialities.
And so now we get down to the real crux of the issue. Your hate of Fallout: Equestria. What are you doing here commenting on characters from the universe, then? If you hate it so much, then ignore it. Out of sight, out of mind.

First, I’d like to state for the record that there IS rhyme and there IS reason to the coloration of ponies. Pegasi, for example, are the least likely to be pink. Stallions are more likely to be dark or bold colors. I feel I know this quite well. This is why I offer critique and advice to those looking to design OCs. There is a pattern in the design of characters in the show, and it is upon this pattern that I have founded the high standards by which I judge.
And really? You’re gonna tell me I can’t tell anything based on these ponies’ appearances? That to be fair, I have to completely ignore them?
If the author wasn’t deliberately designing his characters’ physical appearances, he should have left all description out: physical appearance is a part of character, like it or not. And these designs are, at best, on the far edges of the standards set for Equestria for the physical appearance of a pony.
The logistics of genetics are not really what bother me about FO:E. It’s that all the designs are so dark and edgy.
(Eu)genetics would be one explanation, but I’ve never heard it given. Magical fallout would be another explanation as to why all the ponies in FO:E would look so horribly out of place in FiM; this is another excuse I’ve never actually heard.
What bothers me is that the issue is always handwaved.
I don’t have trouble becoming immersed in Equestria. It’s the mashup with Fallout that I can’t buy. There’s no good transition. It’s that so many edgy-looking characters would be born with no excuse beyond “it’s fallout”, and you’d try to tell me it’s a branch from the world in the show.
The cartoon is for me. Your dark fanfiction is not. It doesn’t fit.

Dude, this is a cartoon about small horses that have coats colored throughout the entire rainbow’s spectrum. Not to mention the fact that this is Equestria, not Earth. There’s no established genetics to go by, and there’s no rhyme or reason to color scheme. You’re going to look at a pony like Bon Bon with a two-tone mane and a differently colored coat and say that THIS is the color scheme that smashes your immersion to bits?
There’s also a lot more to characters than design. If you’d read the story without ever seeing a picture of the character, you’d know that this pony isn’t edgy in even the slightest sense of the word.
If the logistics of pony genetics as they pertain to coat color is what breaks your suspension of disbelief, then I have news for you, man. This is not the cartoon for you.

There only one red coated OC on original, and he really not the edgiest character.
Hell even pegasus on the pic look edgy, though I wouldn’t call his colour scheme very good either.
I mean, seriously. You expect me to believe a few generations in a vault (or above the clouds or where have you), like two tops, allowed red and black to become dominant coat colors without active eugenics programs selecting for such across all populations?
