I think it’s actually the opposite - the BP wants it to be rape because fetishes. But this image has always been shipping, and shipping is never rape.
The BP who keeps adding the grim dark tag is the baffling one to me. Even if this deserves the rape tag, it is blatantly not grim dark.

Agreed. Fluttershy just seems more surprised than anything. And look at Fluttershy’s face in the last frame (>>584538 has stills), she’s clearly enjoying herself after the initial shock wears off.
Plus, Rainbow Dash has at many points shown just a tiny (and sometimes not-so-tiny) bit of extra concern where Fluttershy is concerned. If Flutttershy showed any signs if not wanting Dash on top of her, Dash would back off in half a second, no questions asked (other than maybe ones like “Are you okay?”).
