Part of what you may be encountering is that some here own and ride horses. G4 was wonderful at including actual “words for things” like croup and dock, that otherwise were not always widely know outside of horsey-business.
And the Princess is, as always, correct! Such behavior is beyond the Pale ditch! Such uncivilised, unacceptable brigandage will certainly undo ever’ mare’s composure!

Fetlocks are parts of fur that are around the hooves, and if left unshorn, will grow out and over the hooves kinda like Big Mac’s. Luna is saying to arrest a stallion who has his fetlocks unshorn before the staff mares of the castle decide to go apeshit over it and try and fuck him all at once.
