My theory is that’s her mom
 
Her other traits (freckles, green eyes and stockier build) are from her dad, who’s an apple

She had different color eyes aswell babs seed has green and that pony has Pink!

My guess is that when creating Babs, they looked through some of their lesser used background ponies and used one of those.

Wow, I’ve never seen Hasbro reuse a mane style! XD
 
Anyway, mane is different, colouring is different, etc. The single thing they have in common is they are mares.
