LOL All these things were about to get fixed. The horn, the wings, some of the shadows and even the diaper too, Thank you for taking the time to analyze this for me :P
 
But seriously the legs look a bit short because of the perspective. But I understand how you can see it that way…

If this is your first, this is a good first. However, here are some points to consider:  
Shadows under the leakguards and lack of tightness around the waist makes the diaper look separated, almost like it’s floating above it.  
Try to avoid the double-shadow overlay you have at the connection to the legs and the diaper.  
I understand you’re going for heavy perspective on the legs, but the way the hooves are just makes the entire lower half look wrong. Lengthening out the bottom half of the legs or not curling up the hooves may help.  
Wings have similar joints to arms. The thickness of the wings combined with no secondary feathers and no angle variation makes things look a bit chunky.  
The horn needs to transition a bit better. Rounded cones work better than rounded rectangles.
 
On a positive note, the rest of the body looks incredibly proportional to real life humans, and the face is very horsey. Best of luck in your future art endeavors.
 
Also, I personally wouldn’t worry or complain about score. That’s just me, though.

Thank you so much for writing me this! I do sometimes feel hurt by the downvotes but I quickly remember that I’m making art that is pleasing a group of people I feel greatly attached to and that I understand deeply. The downvote squad is something that cant be avoided, however people that like diaper art will find this and bring it back up. (+1 while writing this)  
Never concern yourself with people that downvote and leave, they only leave a silly number with no advice on how to improve.  
With that note I feel I should tell you what I think you did right:  
The show like crystal design for the diaper is a very nice touch.  
You drew her hands perfectly, I can only assume you’ve practiced them alot.  
Holding her own tail is a very cute touch that helps add to the adult foal idea.  
Like I said, hope to see more from you.

The tip of her horn is a little blunt.  
Add details to make the diaper look poofier
