That seemed to be indicated to be caused by magically creating hair, which Twilight said was dangerous and thus we got the uncontrolled reaction. It was the controlled stuff that had to come from somewhere. Or at least that was the impression I got. I was surprised that there are such rules regarding altering manes with magic, but this certainly explains why Cranky has to use wigs.

Which, combined with the wooden hair being taken from the door, has interesting implications for where all that hair the third spell made came from. Did an entire town just go bald?
