They’re technologically turn of the century, culturally in humanity’s future, but governmentally… Magna Charta era? But only kinda. It’s weird. It’s like a modern government but one that just happily accepts a supreme dictator, but otherwise modern. Like a super President with Obama levels of executive order :P
Well, at least in Europe, that sort of thing stopped happening by the 18, 19th century, although Equestria doesn’t seem too removed from that…

Lots of circumstantial stuff to consider that I know nothing about, though.
But one thing I do know is that British royalty is now just figurehead stuff, so it’s a bit different from real, acting royalty being in uniform on the field.
