That’s a thought I had as well. I mean, I believe they said he was gathering the dragons “from Equestria”, and there are other countries/kingdoms out there, so its certainly possible that the Dragonlord is a sort of regional ruler (and there’s many of them), while there is an actual dragon kingdom/country out there, with a king/queen who rules above all dragons.

They could still have an empress. Lord of the dragons could be a title below that, or the dragon lord could simply govern a certain region.
Well I guess now that the dragons have a Lord and not an Empress, we might as well ship Faust’s character.
