When I name my folders, I aim for accuracy. I also aim to cast as much confusion as possible for the first unfortunate soul to browses my computer after I die.

Dragons aren’t always depicted as fully reptilian. That’s why you see features like ears and fur on so many of them. A clitoris would be downright reasonable by comparison.
 
There’s also the consideration that even cartoon creatures that are not anthropomorphic are still given human-like behaviours and motivations. Despite whatever anatomical considerations may arise, giving them human-like sexual behavior such as masturbation, sexual frustration, self-denial, projection, and whatnot, is hardly outside the norm.
 
Also, could I even masturbate if I had a cloaca? I don’t know, but you can be sure I’d give it a jolly good try!
