All of the evidence points to Velvet really being a pretty mediocre if not lousy mother, especially in Twilight’s case, since they only received their virtues, talents, and careers after they left her.

She may have had a hoof in it; if you’re actively building a Chosen One, having Chosen Mom on board with the project would certainly make it run more smoothly.
Either way, Celestia works almost exclusively by putting people in the right place at the right time, with the right tools to do the right thing, and lets them figure it out for themselves; Twilight Sparkle surely wouldn’t have grown up into the kind of Pony who could qualify for the Big Promotion if her mother hadn’t raised her right.

That depends on how deep one thinks the “Celestia planned all this from the beginning” rabbithole goes, though; if she’s been setting this up since before Twilight 2.0 was born, it’s still possible Twilight 1.0 was in on it somehow, and not every bookworm has a Junior Alicorn for a foalsitter. Cutie marks mean Ponies are literally ass deep in destiny-related magic, and some of those creepy Celestia Spycam panels from Magical Mystery Cure were from before Sparklebutt got hers, so there’s no tellin’ how long Celestia’s been at this.
