I think that style was a thing back in the 40’s or something.
Baggy pants with a waistcoat and tie? What is it, casual Friday at the accounting firm?
It is probably just the art style that gives him an exaggerated torso length. Short legs work for baby Spike, but keeping those proportions for an older Spike like this looks a bit silly.
Looks like it’s meant to be baggy pants (which is a style, I guess). The crotch of the pants seems to be about where his knee is; note how the line of his leg continues up past that point.
That or he is wearing some extraordinarily saggy pants.
