It’s a little of both. Screenwriters can put something they want to show but the storyboard artist can add something they want as well. I’m sure there’s more than those involved too.

A. Not liking it does not make it non canon
B. the storyboard artist would be in charge of choosing which characters went in that scene

I can’t trust the writers to keep a coherent world-building, especially when anything in the past happens. IMO, MLP is a franchise where the writers were so inconsistent that it can’t meaningfully be said to have a coherent canon.

This was from a society that thought blatant nepotism and slavery was cool too, so keep that context in mind, since these things aren’t particularly conductive to a well run military or society.
The problems can be shown with few simple questions.
If a soldier is fucking his CO, will that CO treat him the same as the rest of the troops under that CO’s command?
Will that CO give that soldier as many dangerous and unpleasant tasks as the rest of the troops under that CO’s command?
How does the army insure that the soldier isn’t going along with that relationship to advance his own career?
How does the army insure that the soldier isn’t being pressured into that relationship to avoid pissing off the CO and thus hurting his own career?
The entire problem boils down to relationships with severely uneven distribution of power and how it affects the organisation they are a part off. Its pretty much like someone fucking their professor in college or their boss in an office. And that’s why no modern army would allow it.

Depends entirely on how the military is structured; most modern militaries strictly prohibit such relationships, but the ancient world was full of armies and navies where it was actively encouraged to promote unit cohesion. Soldiers fight hard enough for their squadmates, it stands to reason they’d fight even harder if those squadmates are also lovers.
