I went and checked the artist’s tumblr for other pictures of the character, as well as checked what was here on Derpi. Far as I can tell the character has only ever been drawn as a female, so this most likely isn’t futa. It’s probably just the way the artist highlighted her tight pants and how they hug to the curve of her lower belly.

But still, that does look damned suspiciously like a camel-tail bulge.
