If you look close, it’s actually not a ladder. Those are things holding it up; they’re seen all around the water slide.
It connects the slide to itself so it doesn’t deform or warp.
But

hahaha i know exactly what you mean. i use to make those and they’d launch guests into a pool across the park.
I like to imagine it’s a reverse water slide. Something you’d see built in Rollercoaster Tycoon, shoots the patrons out of your park so you get the thrill rating but not the deaths.
that’s actually the worlds largest crazy straw.
it’s one of those really cheap tourist attractions, like the largest ball of twine.
