Discord is intended to be Fluttershy’s “little sibling” character.
 
Applejack has Apple Bloom.  
Rarity has Sweetie Belle.  
Rainbow Dash has Scootaloo.  
Twilight Sparkle has Spike.  
Pinkie Pie has…well, I’m not sure here. Could be the Cake twins, but they’re kind of young for that role.
 
But Fluttershy apparently has no younger siblings to look after, even though she’s the most motherly character in the show. So the writers gave her Discord.

It’s a show for young girls. They’re not gonna have a character representing problems that pertain specifically to adult males.
 
Plus, even if they did, Discord wouldn’t be that character.

I used to think that they established Discord as the mane 8th character (after Spike) to represent the adult men in the show along with their problems. But they basically made him into a second Spike with immature problems about basics of friendship. So we got Mane6 adult girls, one child and one manchild.
