1: No. People are not banned for just “Downvoting too many times”.  
2: This is not the place for that discussion. If you want to ask about more details on that, there’s the forums. Ask mods thread, Site and Policy board, Plenty of places. Image comments aren’t really the place for that.

Gee, the only time I downvote images if it’s the same image of another that I upvote, fave and download.
 
For example, take images #801093 and #927162. I downvoted the first, but faved the second because of the difference in each image (If you look closely, the knees on both Celestia and Luna are slightly muscular in the first while slimmer in the second.). I liked the second better so I faved and saved while downvoting the other.
 
I don’t downvote images because I don’t like them; I do it so in case something happens to the images I saved, I can re-download the upvoted images again and not the downvoted ones. I also use the Fave button to let me know which ones I have download. The downvoted ones also lets me know that there is one I already upvoted and/or saved, so pretty much the same purpose as the Fave. :)
 
As for filters, I am using my customized filter I made long ago while doing this, but because these two images don’t have the tags that I’ve set as hidden, these will pop up regardless. I also found a few images that has several others when clicking on the Related button, but most of those are edited or corrected images.
 
I hope I don’t get banned for doing this. I still follow the rules, but I like to download the images that just look better is all.

There’s downvoting because “I don’t like this because of personal reasons”  
and then there’s downvoting because “This image is bad and you should feel bad”  
Too many people downvoting because of the former instead of filtering things(which is now part of rule #6) is why the hide feature was introduced(and originally replaced downvotes altogether). The latter is the intended use of downvotes.
 
There’s a lot to talk about regarding downvotes but this is not the place for it(and it’s already been discussed at length in the forums anyway), we’re already derailing this comment section a fair bit.

The downvote button is also there because some people may dislike it.  
Kind of the point of the whole like/dislike or upvote/downvote thing. A quick wordless opinion/feedback. Otherwise why have the upvote button at all, and why ignore a bunch of the users that upvote shit loads of images every day if the downvoters get punished like that. Hiding and downvoting don’t mean the same thing, nor are they done for the same reasons. Same with filtering tags.

I’m aware filters are a thing and I never once commented flaming a picture I disliked. I just leave a simple dislike which I don’t think is a huge deal (like don’t care if my uploads get downvoted, but if others do I’m sorry, but I’m not being malicious and going to their channel just to dislike or anything).
 
There are some categories where there’s content I’d like to see and content I don’t. I can’t simply filter it out because then I could miss out, so my liking or disliking pretty much every picture I view is just so if I dislike it, I won’t be urged to not recognize it from the thumbnail and click it again, but now that they’re all removed I can’t.
 
I’m fine with the ban, I’m even fine with them removing the several pictures I disliked over a short period of time. What bothers me is even on days where I didn’t dislike many at all were removed.
