Scars don’t work that way. They’re skin. Just … scar tissue instead of normal tissue. Putting makeup on them is just like makeup on any other skin, except color balancing is completely broken and it doesn’t take makeup the same way.
So trying to hide a scar with makeup without taking into account the differences can result in the scar showing up more.
But just putting on eye shadow like this isn’t a concern - the scar is still a scar, but now you’re wearing eye makeup. Woo!

Better ask someone else, I’m no expert on either scars or makeup.
I assume provided_ the injury has completely scarred over and isn’t still bleeding that you’d be okay, but that’s mostly a guess.
Would eyeshadow over a scar be safe, or would the makeup get into the scar?
