It’s like saying there’s no point getting dressed if you’re not going to see anyone worth impressing. Sure some people would be fine with that, but for many it’s a case of personal pride.
And I’ve always suspected Fluttershy is naturally beautiful and Rarity isn’t quite so much. (Aka, Green isn’t your colour)

Given how they’re out on a boat, I’d question their feelings when it comes to using any sort of cosmetics. I mean, sure, Rarity’s gonna be Rarity, but really, who’re you getting dolled up for?

Well, Flutters and Rarity are the most feminine of the Mane Six, so it would make sense in the EQG world.
I honestly don’t know if she does or not in this fic but most of the time it seems like she doesn’t. Unlike EQG Fluttershy who has eyeshadows like Rarity.
That’s your opinion. Also, what makes you so sure that she doesn’t use any make-up? It could just be blending in that well.
I can see that. But still Fluttershy IS the beauty in my opinion.
Rarity doesn’t use make-up to hide her flaws, just to enhance her features.

I’m pretty sure the tanktop being thinner would help, though. A thinner garment means that the shape and movement of the breasts can be discerned more easily.

A tank top is much thinner than a sweater, and it doesn’t look like she’s wearing a bra. So likely very little is being left to Spike’s imagination.
