And yeah I like your thinking, The first time I saw the episode in which the mane six explained how they got their cutie mark I noticed how Spike was already born while appleboom wasn’t, and then to see the teenage AJ and not CMC around make my headcanon shot fires of joy
Seeing that his life with ponies has stunt his physical growth, he very well could be, mentally and age-wise.

Agreed, there no official ages for these characters.
Spike’s age has been argued to death.
And that debate doesn’t even need to happen here.
I think it’s more of 7-8 years difference at most.
But consider the following, AJ was already a Teen while Spoiled “Milk” and Filfty Rich weren’t married yet, therefore Diamond Tiara wasn’t born yet (not to mention no signs of Apple bloom yet). But of course Spike was already born when AJ was just a filly. So Spike is way older than the CMC and little younger than the Mane 6
Twilight was just below CMC age when she hatched him. So, 10-ish years younger than Twi.
Honestly, Spike’s age (and the growth difference between dragons and ponies in general) is questionable, you can go either way with the little guy. You can also age them a few years, so the age difference doesn’t stand out very much.
