I got two questions:  
  1. How did he catch up with her since she was faster AND flying?  
  2. Do pegasus ponies actually have something like a “license” for flying? I mean, 1/3 of Equestria has flying creatures (pegasi, bats, griffons,…) so there have to be some sort of rule for it
