The thing is, saying Prime Starscream is the most competent isn’t saying much. If Starscrean fought Starscream, they’d both manage to lose somehow, that’s just how his character works. Sometimes he’s a moron, sometimes he’s unlucky, in the end he never really wins.

I completely agree that Prime Starscream is probably the most competent Starscream ever.  
That said, Dash would still kick his ass.
