Figured she would fall off the stool after about 2 seconds if that was rocking, so I just changed it to a cute, stationary fidget.
 
UPDATE: fixed missing mane in one frame, and some weird gif transparency mess. (I just don’t know what went wrong…)

While that background pony was being a dick, he or she has a point about the disabled thing. Slow speech, clumsiness, and derped eyes does not necessarily mean she’s disabled. It’s not an entirely baseless assumption, but it’s still an assumption.
 
I can at least definitely tell you that lazy eyes are usually NOT a sign of a mental disability.
