I think it’s more a question of pride, as in, charges of importance in Ponyville should belong to Ponyville instead of a foreigner who didn’t grow up on the land and junk like that.
 
Keep in mind that the Rich were one of the pillars on the foundation of the place together with the Apples, so I’m pretty sure Spoiled has enough reasons to think they are a bigger deal than everyone else. (even if they are not, especially not her who probably married into the family)

I wouldn’t call “Blank Flank” racism. It’s more like an irrational hatred of young children. But she is a classist, no doubt. She clearly has no problem with unicorns, provided they’re rich. She’s got the motivation of Rarity, the attitude of (the old) Diamond Tiara, and none of their good elements. She’s also likely a gold-digger and I ain’t talking mining.

You know I was worried for a while who I’m supposed to call worst pony now that Diamond Tiara’s been pretty thoroughly redeemed.
