It still seems more wild than it should be. Pretty much all people keep their ferrets in cages. They should at least stay in her house.

why
Well, they have a den there that looks artificial (I don’t think ferrets can dig through stone), and they live near fluttershy. Something tells me this is just their pony-built shelter, and they’re fed and cared for by her. If they ever have a problem (sickness or whatever), she’s right there. Though if that stream ever floods, they are so screwed. Fortunately, the ponies control the weather, so that shouldn’t be an issue.
