Hades and Tartarus weren’t the same thing. Hades was the underworld where dead souls went. Tartarus was more like hell, and Zeus personally threw his enemies there. Cronus spent some time in Tartarus, along with several other titans.

If we go with Greek myth, I’d say it’s possible, and it is guarded by Cerberus.

tartarus is guarded by cerberus.  
the counterswing (pony heaven) is called the Elysian Fields and i assume is guarded as well (greek mythology.)
