While romantically shipping her with her sister is, as you said, par for the course: There’s shipping methods that aren’t romantic.  
For example, the first shipping card in the shipfic-tag is Brotherhooves Social (at this moment, I mean, of course) and while it’d be her brother Pinkie (at least until the end of the turn), it’s still not just non-romantic, but explicitly a sibling-esque connection (‘sibling-esque’ since the actual Social allows both cousins and such, and two haven’t-quite-said-sisters (RD and Scoots, who act like they’ve adopted each other as siblings, but have never quite said so))  
 
Actually, I guess you could just make Maud the brother - that’d actually make it more stereotypical, as it’s the big brother rushing in to protect his more innocent sister (I mean, come on, Pinkie’s fairly childish in her world-view. But I think Ponyville benefits from a childish party-planner)

Of course, fulfilling the flavor text means shipping her with her sister… which is par for the course for this game XD
