FiM was translated to Russian and aired on a TV channel called “Karusel”, or “Carousel”, literally.  
Some fans thought that the quality of the dub was subpar and invented the “Rakosel’” nickname for the aforementioned channel. The basic meaning behind this nickname is either to compare the channel itself to cancer, or its employees to cancers, who are unable to do anything right because, you know, claws instead of hands.
 
While I do hear that the initial version of the dub was borderline machine translation, they fixed that pretty quickly, and the dub has been in quite a normal state at least since early 2012.
 
I am now lost and can’t conclude this brief explanation in a way that would make sense.
