Nah, loosely circling heads is pretty common for starting a sketch, and it looks like that’s how the artist nails down what they want to do with the hair and pose. (note her hair follows the circles - as well as the snout arcing away from the path)

That circling around her head makes no sense. Horse heads are not that round or at least that big so that would not be useful in sketching them.
It just seems like something the artist put in cheaply to make it seem more sketch-like.
