I wouldn’t say Celestia was justified but I do understand why she did what she did. That being said, I really loved how they humanized her (figuratively speaking of course). The generally dark and bittersweet tone was a nice change of pace from their usual storylines.

I’d figure that, because of all of that combined with her eventual banishing of Luna (and then there’s the fact that her best friend Starswirl is looking pretty damn close to kicking the proverbial bucket as well), she’s try to avoid relationships as much as possible, fearing something similar would happen to somepony else she loved. At least, she’d probably distance herself from her subjects to preform the basic princess duties.
Hahahaha.
D’aww, all my feels! This part was sad, and made me think of just how human Celestia still is, even with how reckless she was, but love is something anyone deserves, even leaders.

Well, that was the case when she met for the first time alternate King Sombra. It is entirely possible (and logical) that the multiple travels and building romance spanned a long time, and that this scene is happening after the sisters imprisoned the Evil Sombra and after Luna was banished to the moon.
It’s mentioned that at this point Celestia has not met her world’s Sombra.
If going by the dialogue this is before Luna’s banishment, but from what I get Luna is VERY DISTANT with Celestia, implying it close when she infected by The Nightmare forces.

If before, then it suggests Celestia was just incompetent and reckless back then. If after, I’d say she was justified in doing whatever it takes to keep what little relationships she had left.
I wouldn’t say she’s evil. Reckless? Hell yeah.
