Never heard that theory. After looking through it, you are quite right. A storybook details that Cadence was born a pegasus, and adopted into royalty.  
Although I would argue that, from the summaries I poked through, that Cadence’s ancestry is left open and allows for the supposition of a Destiny.  
My thought that Cadence was always a alicorn was based on the flashback, when she had to have been a teen. Impressive that they determined she was talented enough raise from pegasis to alicorn at so young an age.

It is really nice to know that the leaders of Equestria are chosen by how friendly, smart, and good they are.  
If only the real world was like this. We just scout out the best people in America, and give them a few tests and then they grow wings and become a president. We could have 4 glorious presidents of America, all actually caring about the country.
 
It’d be great to no longer feel like you’re simply voting for the lesser evil. But it is the bad ones who always end up in power, and that goes for all countries. all governments.
 
(Obama is actually pretty decent, but he’s not as great a leader as he ought to be. He’s more of a pal, a guy to party with.)

Has there actually been any mention of Cadance’s past in the show? I can’t really remember.  
I know there’s plenty of official stuff like comics and books that have things that may or may not be canon but at least one book explained how Cadance used to be a pegasus before Celestia made her an alicorn princess because of her deeds in spreading love and friendship.

I’ll be honest…  
As far as we know, Luna and Celestia WERE born into it.  
We KNOW Cadence was always a Alicorn princess. Born into it.  
Twilight is host to the Element of Magic. Born into it.
 
So it’s like real life. You’re born into royalty.  
On the plus, Twilight is kinda the King Arthur, born into by way of destiny.

They do become princesses upon marrying into royalty. Or they would. Just not so many male royals around.
 
The one who’s single appears to make a habit of treating his dates terribly.
