Oh it’s been so long.
In Earth’s mythology (and presumably Equestria’s as well) Cerberus is the only being that guards the gate to Tartarus. Besides, how would anyone even know how many “people” should be there in the first place? It’s not like Equestrian society is the best at keeping up with their baddies.
Are they saying no one noticed the empty cage up until now?

I’ve actually said once before that if they want to keep FiM fresh for the long run, they might want to look into adapting some of the IDW comic stories in the future.

True, but considering Tirek made his debut in the back alley of some undisclosed Equestrian city, he has been on the move. I’m not arguing that this is solid evidence of him the Pony of Shadows, because it is a sketchy theory.

Maybe he didn’t get a good look, at the time.
Closest that I’ve seen is when asked on Twitter, Jayson’s reply was a simple “Hehe”.
I like the theory - they make it clear that he was gaining strength and only powerful to be a threat when he could actually start draining magic, but the plot hole of not having seen Twilight (Even just seeing her as an alicorn) sorta breaks the key plot point of the finale.
It’s possible, but the likelihood isn’t exactly concrete.
