I hate NWU’s, but people make the mistake of thinking it’s combat camouflage… it’s not. The Navy Working Uniform was developed as something that Sailors could wear when doing work not dirty enough to require Coveralls, and that could also be worn around base and into town in limited circumstances. Before then, they were either in Coveralls (Which couldn’t be worn off the dock), or Utilities (Which couldn’t get stained without having to be replaced).
 
With the NWU, the pattern consists of the primary colors most often used in painting a ship… so a Sailor can get an oil/grease stain, or a spot of paint on his/her uniform, and not have to trash the entire thing. It’s also easier for wear and maintenance, which follows in suit with the other branches’ utility uniforms.
 
And, speaking as a SAR guy, the “aguaflage” thing is a non-issue. If someone goes overboard on a ship, they’re either wearing coveralls (Which are also blue), or Type III trousers and a brown shirt… that, or old woodland BDUs. Personnel working on the flight deck also need to have a survival vest which includes a chem light.

I never understood why task force uniform chose to camouflage sailors with the choppy water that they might fall into, rather than the boat that they serve on. To me, it seems like it just makes the SAR guys job harder.
