Makes sense within the sailor moon canon, as usagi would often, at least as far in as I am (ep 12), use her transformation pen thingy to disguise herself, this can change at least her hair, the cutie mark appears to be on the fur.
I guess. Though, perhaps the transformation changes the cutie mark or makes it vanish… or something.
Other way around. Walking around with the planetary symbol on your rump is going to make it a lot easier for people to connect you with the appropriate Sailor Senshi.
I think they hide it via their costume… or something.
