Zapdos can alter the weather too. Rain Dance and all. Besides, it’s Stealth Rock that hurts Zapdos badly, not Hail.
It can just use Thunder Wave to cripple Zapp and proceed to go to town with more electric attacks. Also, if it has the Lightningrod ability, Zapp’s electric attacks will only make Zapdos stronger. It can use Roost to heal itself on the off chance Zapp wounds it.
I’d say Zapdos takes this match.

Zapdos loses.
Remember, weather control means more than lightning… it also means hailstones the size of baseballs.
