Because she never tried to comfort Fluttershy in “Hurricane Fluttershy”. Or help Rarity model several times even though she clearly didn’t enjoy it just to help her friend. Nope, RD is just a flat character jerk meant to kick ponies in the face.
Compared to other episodes, Rainbow Dash was completely out of character in ‘Sleepless’. Ususally she’s a bit of a jerk and has zero patience and no tolerance for bullshit. So seeing her actually caring for another pony instead of at least lecturing her for being such a scared chicken and ruining her sleep was very OOC.
But for all we know Rainbow Dash was just comforting a scared little filly (who she never really knew before) without paying much attention to her babbling.
“Out of Character”? Please, tell me what happened in ‘Sleepless in Ponyville’. If anything, the RD in crinkleloo’s blog seems more OOC than this one.

Problem with this picture is, Rainbow Dash laughed her ass off (rightfully so), when she saw the ‘new’ Scootaloser. So this picture is woefully out of character…
It’s not random. It’s based on a story in which Scootaloo is rendered incontinent and the struggles and soforth.
