Looks like I was muddled on my terminology; it’s shorter than a miniskirt.
 
By covering the legs except for a strip of bare skin just beneath the hem, the stocking emphasis that small bare area which is not coincidentally just beneath the crotch. It’s as sexually suggestive as the low neckline.
 
The problem is that the whole outfit is unavoidably attention-getting which is directly contrary to Fluttershy’s character. She’s shy. She doesn’t like to be the center of attention or be under close scrutiny, especially by people she doesn’t know. It’s out of character for her to dress this way.
 
If it’s just supposed to be a human Fluttershy looking pretty, fine, but it is out of character.
