Upon closer inspection, it can’t be a 16-hour clock - one hand is dead on 12, so the other should be dead on some hour-marker, not in between like this.

I remember some kind of meta post (might’ve been on Ponibooru) which theorized that there really are only 8 hour days in Equestria because of planet size and the magic involved or something like that. Shame i can’t find it.

It’s a broken clock is what it is. Let’s make a few basic assumptions:
 
  1. The two hands denote hours and minutes, as they do on Terran clocks.  
  2. The markings around the face denote the top of each hour for the hour hand.  
  3. One of the four major markings denotes the top of the hour for the minute hand.
     
    With those assumptions, this configuration cannot arise from a functional clock. The upper hand can’t be the hour hand, because it’s at an hour marking while the minute hand is away from any of the major markings. The lower hand can’t be the hour hand, because it’s two thirds of the way from one marking to the next, while the other hand being on one of the major markings requires that it be exactly on, quarter past, half past, or quarter to the hour. Conclusion: even if we assume that Equestrian time operates on eight-hour periods, this clock is busted.
     
    Now if you’ll excuse me, I need to go reassess my priorities in life.
