In the story Giant Garble and his crew were the main threat of, he and most of his crew had atrophied wings, and Blizz was supposed to be one of their number with such. According to how he is described when Shining Armor confronts the dragon gang, Blizz is supposed to have arms that drag on the ground. Not sure why he’s depicted here as having flight-functional wings like Scrag and Flange.
