the character is from lyra x human and the reason for the flag is that they are allowed back on /mlp/
normally a human has to use something like a wand, staff, rune symbol, the reason fingers do not count is because unlike a horn the bones in the fingers are not 1 straight piece and the arms are not directly connected to the magic spiral that goes from tailbone to forehead where the horn would go.
fingers wouldn’t count? would she need a wand?
she has no amplification point, horn etc, but she might be able to use miner physical magic or have a high magical resistance.
