While it’s certainly easy to presume the hideous, bulging mutants that make up the bulk of blacklight’s victims regret the change, we don’t KNOW that for sure!

The quote comes from a human referring to his own inborn, organic structure. Although the Mechanicus specifically improve their bodies by replacing them with machines, the melodramatic lament in question is to the poor durability and utility of his human body. Any Space Marine or Blacklight mutant could say the same about their pre-transformation organics.
