Allura is an obvious Shadow Tempest character that will reform when she turn on her Storm King (her brother when he appears)
Not every villain has to be the same. It fits Opaline to not care about her own minion because she is completely anti friendship.
The difference between Opaline and Allura is that Allura has a minion who is completely loyal to her.
I thought they were wishy washy on how to handle villains in g4. They still are apparently.
