I think it said at some point in the cartoon it was a royal thing to have starbolts, and in it Blackfire just didn’t have that power when she was younger so wasn’t the crowned princess because of it, that being why she had to take over.

All tamaranians except Blackfire have the power to fly from birth. Starbolts were the result of experiments dealing with their energy absorption. Super strength and solar energy absorption are also standard.
I can’t recall if all cartoon tamaranians had starbolts, since they only appeared in one episode, and I don’t recall any of them getting into a fight.

Not really, is every continuity I have seen all Tamaranians but one(Blackfire) have the power from birth.
Don’t know what continuity that was needed to activate them.
