That was the penalty.
When Pegasi play basketball, they don’t use their wings under the pretense that it would be cheating otherwise. Twilight, being your typical bookworm, is not physically fit, and can’t jump very high without cheating.

You don’t break the rules in basketball.

Maybe. But Celestia should have known not to give someone who only enforces the rules when it suits them any ability that would allow them to cheat.
